In STATS19
- Fine without high winds means any weather condition which does not have an adverse effect on driving, so no adverse conditions of any kind applied
- Raining includes drizzle, hail and sleet not tending to build up a deposit.
- Snowing includes sleet building up a deposit.
- Fog does not include light mists which did not constitute a driving hazard on the road where the crash occurred.
- The combinations of certain conditions with high winds are only used if the winds are deemed to have adversely affected driving conditions for one or more of the vehicles in the crash. This does not imply that the high winds were a cause of the crash.
- If two or more condition types could be appropriate, the condition which is deemed to have most adversely affected driving conditions is entered.
- Other can be used to indicate any other adverse weather condition which is not separately specified, and this should be avoided if at all possible.
